speed changer adjustment

Well yesterday I picked up 2 new belts for my ER and put them on the
Way the manual said but one is either two loose or too tight.I tried both
High and low range. Also every way I set it up the motor is only
An eigth of an inch off the bench that doesn't leave much room to adjust
Later on when the belt streches a little
Anyone have any suggestions
