The belt squeaks right when I shut the machine off. Does that mean the belt is to tight?

Check your tension as per the instructions and if okay then with machine stopped - unpluged - rub a bit of soap (old style laundry cake soap) on the inside of belt - that would lube belt and reduce/eliminate squeak.

I set my Gilmer belt tension for very little (maybe 1/16") deflection. I use a belt conditioner (auto parts store) on all my belts. Spray the sides of the motor belt as it is more likely to squeak when shutting down.
