I contacted the magazine and got the following nice reply

Yes, the May/June Home Shop Machinist is available and it does have Part #1 of the Shopsmith series. I can start your subscription with that issue if you like. It takes about two weeks to get a new subscription underway. The May/June and the July/August issues will mail out about the same time so they should arrive together or very close to each other.
