motor trouble

When I turn the switch on the motor buzzes and the blade wants to turn slightly backwards. I have had the motor to a repair shop and he can't find anything wrong with it. Any ideas?
With the power turned off and the cord unplugged, use the sanding disk to turn the shaft. While turning the shaft (sanding disk), run the speed control up and down between the limits (high and low speed).
While doing this, be sensitive to any binding that makes the sanding disk hard to turn. I suspect the drive belt is binding in the sheaves. This manual exercise may resolve that.
With the drive belt removed, I would assume that the motor starts normally. Can you confirm that. The fact that the motor has been evaluated by a motor shop should make this a no brainer.
