Damaged Arbor ??

I have a 5/8" arbor that will not slide all the way onto the shaft. It goes on about 1" and stops solid. All my other arbors slide on normally. This convinces me that there is something wrong with that one arbor.
I completely removed the setscrew. No change. I can slide a 5/8" wooden dowel through the arbor with no unusual binding. I forced a soft rag through the arbor and rolled up a piece of sander and sorta cleaned the arbor but this all did nothing to fix the original problem.
This arbor will not slide onto the shaft of my other Mark V either.
Does anyone have any suggestions.
Is there any sort of taper on the inside of an arbor. I have no tools that will make this measurement.
OBSERVATION: If I try to slide any of my 5/8" arbors onto the drive shaft backwards they will not go on. This implies to me some sort of taper.
