If I went through the Speed Dial Assembly, could I replace the Quadrant Assembly? Part of the this gear is damaged and it has to be replaced in order to set the dial at a lower speed.

that is the only way to replace the quadrdant. after you remove the speed dial there will be three screws holding the speed control assembly in place plus there is a wire loop that must be unhooked from the control sheave inside the headstock.

Yes. Here is a videoon replacing the speed changer.

You simply knock the roll pin out that holds the quadrant gear between the ears of the speed changer with a pin punch and stick the new one in.

If the teeth on the gear are just worn, you may be able to simply replace the roll pin with a bolt that will properly center the worm screw over the quadrant, as described here.
