Speed Dial Problem

I'm having a problem getting the speed dial to adjust to a slower speed. I can adjust speeds up and down normally and easily from C throuh the top speed. When I try to turn the dial below C I run in to a strong resistance and if I leave it there for a little bit I can't get it to go back up to the higher speeds. It's like the belt and sheave's are stuck together. The dial turns freely but the upper sheave doesn't move. I've lubricated the sheave shafts and when I move the sheaves by hand they move easily and freely.
I"m hoping someone knows what's going on with this and it can be fixed without a complete tear down.
Any suggestions would be appreciated.

High Speed Adjustment

Have ya done a high speed adjust? Lubed the porkchop?

I have not tried the high speed adjustment but I will tomorrow.

Did you check/lubricate the sheaves on the motor shaft?

I have lubricated both sheave shafts and did the high speed adjustment. Still not right. Waiting on a tach now to see if it helps figure out anything.

The tach will not tell you what is 'wrong'. It will only tell you how fast it is running.
Have you measured the width of the motor belt? It should be near 9/16" wide at its outer circumference. If it is worn smaller, the motor sheave will not have enough motion to achieve the speed range.
