Harmonic Noise with Table Saw

Using a new 5/8 non-SS blade on a 1988 SS, when she comes up to speed there is an annoying harmonic noise. Does it have something to do with the 5/8 arbor size instead of 11/4?
Also and maybe because of the same blade set up, the black arm inside my blade guard does not line up behind the blade where I think it is supposed to be and catches on the stock being fed through.

I seek wisdom..

I suspect that you need to use a stiffener with this particular blade to eliminate the vibration in the blade.

The lower saw guard is adjustable. By changing the position on the shaft the riving knife is moved with respect to the blade. Pull the lower saw guard off and look at the left side. That screw is the one that positions the riving knife (lower guard).
