question on a tool

Hi I'm new to the forum. I have a shopsmith piece I have no clue what it is. So I'm hopeing someone can tell me. It is 2 channels black hinged on one end, the other end has a black handel. Their is a small guid near the hinge that reads degrees from 0 to 15 and inches per foot from 0 to 3. Their is a curved guid on the side with a wing nut to adjust the opening.
