Motor up to speed

As I do not have anything for comparison, when I turn up the speed dial, it takes a few seconds to ramp up to that speed, is that normal?

I would suggest that you lubricate the sheaves according to the manual to see if that cures the problem. If it does not then a disassembly may be necessary to clean the shafts and the interior bore of the sheaves. Old oil over a long time can thicken with dust and age and gum things up.

Lubricate the floating sheave on the
motor shaft.
Control sheave also while ya be doing that!
Sluggish response there causes the porkchop to PULL on the wire loop in that bearing in the end on the control sheave. Too much and that wire loop ends up in the bottom of the motor pan(it may already be there!;)).
