What is this?

On all my Shopsmiths, I put the rubber ring on each side of the headstock and between the carriage and base arm on one way tube in case I forget to tighten any lock. I just disassemblied a Total Shop (Shopsmith clone) where there were double rubber spacers on both way tubes. (12 total).
