I guess the real question is what is the correct RPM speed for the cutter head? I can do the math to see if my configuration is within spec.
While rated for the range Ed stated, typical for me is around 5500 RPM and I'd call that nominal (-ish). That's based on 3450 RPM for a Mark upper spindle, with a 1.6 multiplier for the lower spindle gives 5520. I confirmed this is consistent with the PowerPro "Chart" function that recommends 3450 (X 1.6) RPM for less than 2" width and 3500 (X 1.6) RPM for greater than 2" width. So 5520 - 5600 RPM is nominal per Shopsmith, I reckon.
I tried a low speed on the Power Station once, never again. This was ~ 3850 RPM, max for the Power Station. It was seriously impaired, even with a very slow feed rate. The manual says it works, but that was not my impression.
