Okay, so I just found the part # almost as soon as I submitted this post. It was listed in the parts list of the MKV Mortising System Instructions. The Part number for the Hold Down Rod is 514487 and guess what? I found it by searching that number on their website and it is still available for sale....

Here's some pictures of removal of the inner plastic or nylon inner sleeves. I used a couple of small eyeglass screw drivers to get behind the plastic sleeve then used a pair of needle nose pliers to grab onto the edge of the sleeve to remove it from the bushing. It might be helpful to use two pairs...

Russ, If it's leaking from the bottom, I think it might be the expansion plug that's the issue. I managed to do a little damage to the top bearing outside sleeve (see ictures below) when I was removing the lower chuck shaft oil seal so I'm going to bring it to a machine shop to have it done. Update: I talked to a representative at BdiExpress and the good news is that you can just replace the inner nylon insert without having to press out the outer sleeve/bushing.
