I agree with all above. IIWM I would just use the quill bearing retainer as long as the inner face is burr free.(dents ok)
HF sells a bearing puller/installer that with a 20% off coupon is very reasonable.
P.S. Skip the WD-40. Replace it with plain mineral spirits.

Them screws are NOT for alignment. They are there to intentionally skew the fence to quill shaft angle from 90°. They are best either backed out far away from the rail or removed completely.

Starting to make some sense(sorta). First some terminology deviation observed. The idler pulley has two halves(sheaves) with a 'fixed' and a 'movable' sheave. The fixed sheave is referred to as the idler sheave and the movable one is referred to as the control sheave. The fixed sheave is captured on...

I am redirecting my suspicion(original suspicion appears to have been verified) to the positioning of the idler shaft bearing etc.
