To me, bogged down and stopped are the same thing. Slight speed variation is normal even with a digitally controlled stepping motor. Agree re bogged down and stopped. Go get a new clip. Common hardware item. It should be a tight fit on the groove near the end of the shaft.

The square keystock is supposed be 'bent' as shown in your picture - however the bent end needs to be positioned down into a recess in end of the keyway(groove) on the idler shaft.
