Thanks everyone for your replies. I got my problem fixed!
It turns out that the retainer for the bottom wheel was not on properly and the bottom wheel had come out about 1/4 inch. Once I took it off, cleaned it up and put it back in ALL the way, everything is working great!

Actually it's not just the top of the top wheel that is off, but the entire top wheel is offset by about 1/2 of an inch from the bottom wheel. Because the bottom wheel is rubbing on the cover, I am assuming that this is the wheel that is off.
