Is WD-40 considered penetrating oil? Yes I have used it and nothing happened still the same stubborness, some body told me to use heat with a torch but I am reluctant to do it in my planer, it is a very good planer.

I have to change the blades of my planer, I have the blades ready to be replaced but I found a very difficult obstacle, when trying to unscrew one of the set screws that hold the blade in place, I have used a considerable torque to unscrew it and it looks like it is welded I dont want to break ...
