The ring holding the plastic Drive & Ring (P/N 514083 reference #57) for the Drive Sleeve Assembly is inside the part located where the arrow is pointing in the picture below. It is simply a round wire ring meant to hold it there.

Something to note when putting the Speed Changer on the Shopsmith. The belts go to the 2" & 4" pulleys on the Headstock and the Motor as shown in the Manual.

Since you said it suffered smoke damage but not heat damage from the fire I have to wonder how much it affected it. Was the fire in the room or garage it was stored in? Do take it all apart except maybe the bearings in the variable pulley sleeve. These need to be pressed in and if they are in good shape no need to chance damaging them by removing and re-installing. I would go with JPG said
That should only clean it off the smooth surface and only damp not soaked rag.I would let the penetrol 'dry' well before surface removal. Think days. Then dampened rag.

John is probably correct but since I cannot see the top of the Arbor without the nut I am not sure which one of the two shown below you have. The one on the left is P/N 555608 and is the 5/8" Saw Blade Arbor originally for the Sawsmith Table Saw but now for the Mark V 505, 510, 520 and Mark 7. ...

As Dennis said do not try to get the tubes turned down enough to get the pits out. The Headstock and Carriage will slide well enough over the pits that you really won't notice that they are there unless you are actually looking at them.
