Welcome, and I think I know the answer to this one. After the Mark V 500 came other versions (505, 510, 520, etc.) with a larger table system and different "standard" arbors. Yours appears to be one of those longer arbors meant for the newer table systems, or possibly for a 5/8" blade...

As for using 12 mm BB for the drawer frames, I’ve been wondering the same thing.
