That looks like the shaft guard to put over the shafts on the left side when your not using them.

When I powered it up I wasn't using an extension cord, the house power should be good since I don't have problems with any of the other tools, I'm thinking once I get everything cleaned and properly lubricated it will run just fine.

That is a very scary video! After watching this I will spend extra time making sure the blade guard is installed correctly and I under how to use it before I use the saw.
