Rust on upper tubes

I am looking at buying a 510 that has rust on the upper tubes. Has anyone ever replaced these or have some way of repiaring these so they will work? Price is right but question the rust.

Gilmore Belt replacement

I have changed out the belts one is the Gilmore belt and I am down to reinstalling the Gilmore sheave and cannot get the sheave back through the headstoock with belt on. The speed control on the inside is in the way. Is there another way to do this?
