How To Make A Disk
A friend sent me the top of a plant stand that broke in half. Because were friends he asked if I couldn't make a replacement. Here's a quick and dirty SU look. The size if not critical. The original is oak and I have a 7.5" piece of oak I can use.

I could mount this and turn it - I rarely use the lath feature.
or
I could cut the outside circle on the bandsaw and then mount and cut the center of the tray on the lath.
or
I could cut the outside and inside with a router.
or I could cut the outside with the bandsaw and dish out the inside with the router.
or ??????????????
Looking for suggestions, opinions and thoughts.

I'd cut both on the bandsaw. What kind of oak do ya have?
SS 500(09/1980), DC3300, jointer, bandsaw, belt sander, Strip Sander, drum sanders,molder, dado, biscuit joiner, universal lathe tool rest, Oneway talon chuck, router bits & chucks and a De Walt 735 planer,a #5,#6, block planes. ALL in a 100 square foot shop.

You haven't given the depth of the recess.
I think that it would be difficult on the lathe, you are working with fairly thin stock.
To do it safely on the lathe, you would have to glue it to a full size backer and then work it. My fear would be breaking it getting it off the backer.
I think I would rough cut the outer circle on the bandsaw, make some templates, then finalize with a router.

If you use the lathe with faceplate and need to add a backer disk, glue paper between the two pieces of wood. Those brown paper bags from the grocery store work well for this if you can still find those kinds of bags and use a woodworking glue. Newsprint also works. Use a sharp chisel and mallet to separate the two parts. The backer plate/board doesn't need to be the same size as the top piece.

Red oak end grain is very POROUS. Ya might consider a different piece of wood.

No.
Even though this is a plant stand, it doesn't hold a plant at all. He had a really large rubber band ball he displays on it, larger than a bowling ball but smaller than a basketball. It must weight 25 lbs.
