Not going all the way to slow is caused by the high speed adjustment being done with the belt riding on the motor pulley too far in from the outer edge.
The belt/sheave bottoming out should determine the slow limit. The rivit should not come into play!

high speed adjustment done, now it just catches sooner, according to the dial at least. I took a small vid maybe clear enough to show the problem. When it goes down to slow speed the bearing with the retaining loop looks to go cockeyed.

The 'loop' should have a spring like roller between the two sides. It appears yours is missing.
On second thought, I believe the loop is installed incorrectly. The end which is attached to the button bearing should look like what is visible in yer vid.
Need to see the whole end of the control sheave to ascertain what is what. The bearing should have a short roll pin passing through the 'button' that the open ends of the 'loop' are inserted into. The closed end of the loop should have the spring like roller mentioned above that slips over the end of the quadrant gear end.
You may be missing both the rollpin and the roller.
Took another look and it may be that the loop is not onto the spring that has the bend near the end. The loop must be slipped over the end of that leaf spring. Yours maybe riding between the spring and the 'porkchop'. The speed needs to set to fast to enable slipping the loop over the end of the spring.

The end of the sheave has a nice crack in it that appears to spreading, probably 1/8" long and 1/16" wide now. I think that's what is causing the bearing to tweak out like that once the speed gets down. Sound plausible or is that just part of the problem and I'm looking at further repairs?
Also, am I really saving money buying just the control sheave, part 515556,
or should I just fork over the cash for the whole thing, part 522784?
Bearings don't have any weird sounds and the whole machine is rust free despite being stored for nearly 15 years.
