Victim of Identity Fraud

One of the things I was told by my bank and what I found out later was if a purchase is made using a credit card and it is to be shipped to a different address than what is on the card they are suppose to put a hold on the item and verify the card holder of its use. I know that did not happen in my case but I did not have to pay anything.
