Slow start with the head stock.
I was using my sanding disk to sand some wood and the head stock was slow to start. Is that a pretty common characteristic of the motors? The head stock is a 95'. thanks
No it's knot. WHEN was the last time ya did maintenance?
SS 500(09/1980), DC3300, jointer, bandsaw, belt sander, Strip Sander, drum sanders,molder, dado, biscuit joiner, universal lathe tool rest, Oneway talon chuck, router bits & chucks and a De Walt 735 planer,a #5,#6, block planes. ALL in a 100 square foot shop.

The steel sanding disk presents considerable inertia to get it up to speed. That inertia will expose any start up issues.
The relatively slow speed for disc sanding should however prevent slow start ups.
Are the belts slipping?
Are you 'fully powered'? Good power source with adequate 'ampacity'?

I checked the Poly V belt and it was loose. So I loosened the lock screw on the idler shaft and turned the eccentric bushing clock wise until it stopped and then tightened the bushing bolt. The book said don't over tighten. The bushing makes a clicking sound when tighten down. When I back it off the belt tension does not hold. Is the bushing bad and is it hard to replace? thanks

Lock Screw
Bushing Bolt
The Lock screw(set screw only accessible from only one rotational position) should be snugged down only.
The bushing bolt(screw/split lock washer/nut) needs to be tightened only enough to fully compress the lock washer.
The eccentric should be rotated til the poly-v belt is taught(about 1/4" deflection when pressed with finger).
Make sure the main shaft pulley set screw is tight and on the shaft flat.

You are trying to get good tension, why are you relieving it?
