In the manual trouble shooting section I found: under "Problem" - "Blade rubs on table insert" "Possible cause" - "Arms not positioned properly" "Solution" - "Loosen frame screws and shift arm assembly" Mine didn't rub, but.... Now my problem was - Where are the frame screws?
After studying the exploded diagram and not finding any frame screws, I ran across a paragraph under "Alignment and Adjustment" It said - "Visually check that the blade is centered in the insert. If it is not, loosen the four screws (110) and shift the arm assembly until the blade is centered. Tighten screws"
Finding the screw 110 on the exploded diagram (there is only one screw shown, but 4 holes). It was clearly shown that the screw was beneath the base of the saw.
Finding them was easy - loosening them was O.K. as long as I was kneeling on the floor. After a while and loosening the screws farther than I thought would be necessary the arms were movable.
Now the blade runs through the center of the insert. Yes those screws are now tight and I feel better, although the process took around 30 to 45 minutes.
