I don't think that's the result of an engineer in CAD or even a machinist, though it is well thought out and put together. I tried zooming in, it appears to just be square stock and a plate welded together, I would guess the work of a fabricator with the materials available around the shop. If it were drawn in CAD by an engineer I think you would see more braces and gussets, and the one brace you see in the pic would tie into the end of the bottom rail rather than being welded underneath, and a different clamping system.
