Need a different Point of view

I recently picked up a 20" Scroll saw off ebay. The seller correctly informed me that there was some light rust, that it needed the mounting tubes, but it was fully functional and included the manual.
When I got the unit it was in good shape, had slight rust on the underside steel pieces but the table was in good shape. I ordered the mounting tubes for mounting on my SS. But the manual was missing. I contacted the seller, he apologized and said he would send it.
After a week no manual so I ordered one from SS. I contacted the seller and he said I "think I mailed it separately. When I got the manual from Shopsmith I found I was missing the lower blade attachment block too. So I ordered the upgrade lit from SS and refurbished the unit. Everything is working great now.
I got a notice from ebay / seller to post feedback on my ebay purchase. This was my first ebay buy. So I stated that the seller did not provide the manual as advertised, that he had told me three times he had mailed it and that the blade block was missing. The unit was not as represented and I learned "Buyer beware"
The seller has repeatedly contacted me asking that I change my rating without any fix on his part. He says I am affecting his business. I told him it was fair and since he never offered to make good on the deal I was not going to change it. Am I wrong? Should I just chalk it up to inexperience on ebay?:eek:

I believe that all you can do is reevaluate all that has been said and done to make certain of the facts. Once you have done that, call it as it is. If the seller did not live up to what he advertised - his business should be adversely effected.

That is what the evaluation system is all about.

Just make absolutely certain you are correct.

You have exhibited far more patience and tolerance than I would have(that be a different viewpoint).

That clown(I be generous with that adjective)deserves far worse affects on his 'biznezss'.

I consider your feedback appropriate as quoted. The buyer beware may have been a bit harsh. . . . . .nah!

I can tolerate ignorance and honest mistakes, but this is neither(well maybe the former in more ways than one:D).

I'll have to agree to call it as you see it. If the seller was so concerned about his reputation, he should be upfront and honest about what he is selling. No worries down the road.

I have had good sellers who took care of problems. One had stated a manual was included and I had ask if it were the correct manual he verify... the manual that came was not the correct one, he refunded me the price of a new manual, about $30 if I recall.

Another time a "working unit" came with a broken part the seller hand not noticed... in this case he ordered the part for me from shopsmith and had it delivered to my door.

Yet another time I was looking for a specific copy of Power Tool Working for Everyone. The description was vague and I questioned if it were the one I wanted. They thought it was but when it arrived it wasn't. They told me to keep the book and refunded my money and postage.

Now those were good sellers.

I'd send your seller the invoices for your out of pocket "extra" expenses and tell him a refund for that amount would go a long way to making him a good seller and perhaps a change to your present evaluation.

I have little faith it will produce positive results however.

I believe that an evaluation on a seller called feedback, cannot be changed afterwards on ebay.
He has to live with it and he deserved much worse, he is lucky you were that patient with him.

I would have filed a claim with PayPal for any expenses to make the item as listed, you still have this option if it's within a certain amount of time (90 days I think).

I think when you buy a piece of equipment its assumed to be a complete, working unit by default and the seller would need to note if its missing anything. Which he did not.

There is actually a law (Universal Commercial Code) that says a "merchant" is supposed to be knowledgable about the products they sell and are held to a higher standard than Joe Six Pack.

If this guy wants to be a merchant, which he is holding himself out to be, he needs to start understanding the things he is selling, and maybe test them out (beyond just seeing if the motor runs). Negative feedback is entirely appropriate, because the next person buying equipment needs to know that they may need to double check everything. Ebay sellers sending nastygrams to overturn negative feedback undermine the system.
