I would assume you are referring to the headstock lock assembly 513014 that locks the headstock to the way tubes. I find the lock wedge closest to the handle will have its threads seized on the lock rod. If so, you have to remove the headstock from the way tubes and remove the motor pan. I often find I have to cut the lock rod close to the the seized wedge after removing the roll pin from the handle to remove the assembly. I find another used locking assembly to replace the seized one. I find most handles and rods have different drilled holes for the rollpin so I have to drill the roll pin hole again if a different handle or rod is used. I use a wooden board under the locking handle when removing or installing the rollpin to prevent bending the locking rod.
