They look like Dimple Punches used in sheet metal work, but this would be only the punch side, not the die side that matches it....

I worked in a steel and fabrication warehouse for 5 years and punched a lot of holes in everything from thin guage to 3/4 and never saw a hole punch like those. I'm leaning on the grommet tool side.

So, it's come down to a dead heat between grommet and sheet metal dimpler with grommet holding a firm lead.

Was some cheeky craftsman using their SHOPSMITH to make evening wear, perhaps some leather work?

I always thought a "dead heat" was a tie. If so, the grommet can not be holding a firm lead. Dead Heat or Firm Lead

I would guess it was a Shopsmither that had a business of making tarps, boat covers, RV covers and such and needed to install gormmets

These look quite similar and it says they’re used to countersink holes in metal.
