Why do you felas use to stick the Sand Paper on to the discs. EVerything I use doesn't hold.

Scotch super 77 spray adhesive.

Does that peel off when paper is shot or is that a scraping thing?

Spray both the paper and the disk 3M 77 and it will be darned near permanent.
Spray just one surface and it will remove easily. Of course, it may come off when you don't want it to.

I use a pan with Lacquer thinner or acetone in it to soak mine off. I spray both surfaces.

would a heat gun work to remove it?

Heat gun may work but too much heat might warp the disc. BE CAREFUL.
