I believe it is the behind-the-scenes javascript not correctly identifying the browser being used, and not a 'problem' with the browser; whether the browser is Internet Explorer, Chrome, FireFox, or whatever. I see this type thing happen frequently when browser versions changed.

Here's how I navigate without the paper-clip (There may be more than one way to skin this cat, but this is how I do it):
Click on “Post Reply” Button

I get the “Editor” screen. Note: there is no paper clip

Scroll down the page to “Additional Options” and click on “Manage Attachments”

Opens a pop-up window for “Manage Attachments”. Click on “Choose File”

Pops the Explorer window up and you can select your image/file. Click on “Open” button at the bottom right.

You can repeat the last couple of steps to upload a max of 5 files. Once you have finished uploading, click on “Close this window”:

Click on the “Attachments” box, then click on the attachment you want to insert:

No, it is not the end of the world.(be patient, Microsoft will think of that all too soon enough).

The point is, why does something that seems to work just about everywhere else, not work with chrome(or whatever is causing that).

Somebody is not using standard procedure. I suspect Google! (Nope it's the message board software)

Point two, why should one have to use an alternate cumbersome procedure to achieve a work around because of inadvertent(assumption) incompatibility. I am sure it is correctable.

(Blame needs to go to the correct place. The software in this particular forum is very old {vBulletin 3.5.4 circa 2005 or so} and not updated to accommodate most of the modern browsers. The latest vBulletin software is Version 5 released in 2012. Shopsmith has not updated their software to the latest version. Imagine not changing a saw blade for 8 years )

Chrome is not the issue. It's the forum software. Trust me I work with browser compatibility issues day in and day out. The tags being used for the paper clip are non standard and the code that handles browser detection is out of date and unaware of Chrome as a browser so the rendering engine does not know how to handle it. The paperclip is gone on IE 11 as well. Similar issue.

"Standards" evolve constantly and are not as standard as most people think they should be. Many of the so called standards are poorly defined and open to broad interpretation. Please remember that the Internet is a very large thing and no one person, company or country owns it or controls it. It is a constant battle for web programmers to keep up with the change. We are constantly revising and updating our sites in an effort to keep up. The addition and wide adoption of mobile browsing (iPad, iPhone, android devices etc.) makes browser detection even more complex.

Backwards Compatibility only goes so far.

Note the difference between Chrome/IE 11 (Pictured above)

The paperclip and smilies return as does the color button image (Because I told IE to render things the old way) These things never rendered the same in Chrome.

Many times the way things worked in one browser were not the best or recommended way and the standards have evolved to clarify the way things should be rendered. This is the case here and evidently MS realizes that previous versions were not rendering in the best manner (Hence it does not render in IE 11)

This would be why vBulletin has updated their software. Shopsmith.net not updating their installed software is the cause of the problem. Not MS, or Google.

It is impossible and in fact undesirable for a browser to be 100 percent backward compatible. There are many malicious sites out there on he internet written to exploit flaws in the OS and Browser software. Personally I'd rather my browser and OS be as up to date and secure as possible than see a few buttons.

Me too!!! I would probably die of frustration trying to make an outdated system perform like new in a new digital world.
