I won't be surprised at all if, after you have clean out all that crud and oil the sheaves, you report that it runs like a new one.
That dust doesn't really look like the saw dust that I create. It is either not wood dust or it is from cutting a lot of hard wood; something that preoduces the very fine dust.

I eagerly await a pix of the idler shaft/eccentric after that is cleaned off. Of particular interest is what resides under the bump where a retaining screw and washer are found on later(b,c) castings.
You have an "A" casting that did not originally have that screw/washer, but it also does not appear to have the bearing retaining clips that it did originally have.
Perhaps this one has felt the hands of Bill Mayo in its past. More likely though the hands of a like minded PO.

Aha! I thought so! FWIW, Bill used a fender washer under that 'added' screw. That helps keep the bearing in.
Looks much better than 'b4'!
FWIW, Bill has gone back to using the retaining clips.
