Have a question on the variable speed control

Have a question on the variable speed control. Took it all apart today and cleaned all the pulley’s, porkchop etc. Lubed everything and put it all back together, so is there an adjustment for high and low speed? So do I adjust the dial to low when the belt is all the way up in the upper pulley? Hope this makes sense. Thanks
