Jigsaw resurrection questions: how is the hold down held on?

I'm bringing my jigsaw back to life after ignoring it since I got it with my initial CL purchase of a shopsmith. It is in bad cosmetic condition but actually seems fine inside. Leather cup washer is in good shape, even tapped the pins out on the puffer and the ball valves are clean. The main case is also spotless - makes me wonder if it ever was oiled and used or just kicked around on the floor for a few decades.

Well, the upper blade guide and work hold down have me stumped. I'm sure I'm missing something.

You can see the space left when I assemble it the way I think it goes.

I can move the tube with the threaded rear portion forward enough to allow the knurled knob to tightly clamp the hold down, but it just seems wrong - doesn't fit how I'm used to ss designing things. Having the threaded knob compress against the main body and the holding power of the set screws alone seems Oh! that groove - there should be a clip of some sort, right? Silly that it took me so long to notice.
So - if that is right, anybody know which type was used? I gather they don't sell parts any longer. I'll have to order one elsewhere.

OK, so now the other mystery. The two set screws: I see that one holds the outer tube, the one with the threaded portion, and the one in front (towards work piece is all I mean) holds the inner tube. That inner tube is split in front and has the hose attached at the rear. My concern is the set screw presses on the slotted portion unless the inner tube protrudes way too far. This means the set screw will cause the split to close against the blade it is supporting. It also seems like a weird support material to hold a blade. Is there yet another piece that is supposed to fit inside the split inner tube?

Fortunately, JPG inlined my Dropbox photos, otherwise they would be long gone. They do include a photo of the relevant instructions from the jigsaw manual.
