What year and how much I'd it worth.

I found a 10 ER Serial Number 76860 it has an original stand or base in great shape looks like the original paint still in very good condition missing drill bit chuck for drill press and most of the other small accessories but has lathe rest and table for saw and the small extension table and that's about it.

Year is irrelevant. Age ≈ 65 +-5.

The rest depends upon location(market conditions) and machine condition. A pix would help ascertain the machine 'condition'.

Best guess on the year would be 1952.

Does it come with the speed changer? In the photo the speed changer is the pulley/crank assembly between the way tubes.

The easy way to tell is, if it has one long belt - no, if it has two short belts - yes.

The speed changer was an optional accessory and they are very desirable as they increase the speed range available and make the speed easy to adjust. Speed changers in good shape sell on Ebay for around $150

I think a ball park on the price would be $100 to $200. This can vary depending on how common they are where you live. It is usually a buyers market for 10ERs.

The missing bits can easily cost that much again or more if purchased individually on Ebay.
If you get this one and have the room it can be more cost effective to find a second one on Craigslist that includes the proverbial box of goodies and then share the accessories between them. The extra one makes a great dedicated drill press .

The 10ERs are great machines and I really enjoy using mine.

I did not notice the speed changer but it was dark in the building where the shop smith was. I have a 52 model already that I refurbished few years ago I was thinking around 200 to 300 for this one just looking for conformation from some seasoned pro's.

I have bought five 10ER's here in the local area and have not paid over $125 for any of them. All but one have speed changers. I bought two from the same person. Both have speed changers and one has a 3/4HP motor. I paid $175 for the pair.
