The temperature is not what is magic; it is the length of time that the entire disk is at that temperature. It is not possible to do this with a heat gun. You will not be able to reuse the PSA disc; you will have to discard it and use a new one.

And my experience has been you not only can't get old disks off but the won't stay stuck down around the outer edge. Anyone found a way to re-stick the perimeter back down?

I just replaced the worn out PSA paper on my 12" (steel) sanding disk. I haven't had to clean my aluminum disk yet.
A heat gun softened the adhesive enough to help remove the paper (not intact).
I tried acetone to remove the bits of adhesive and paper that remained,
Did not touch it.
Then I tried lacquer thinner and it made short work of getting the disk clean.

Back in the day I would put a sanding paper disk on use it and then remove it immediately. Never had a problem. Then I got multiple sanding disks and installed my commonly used grits on each. Since doing that I have an awful time getting the paper off. I think it is how long it is stuck on the disk that determines how hard it is to get it off.
I haven't done any kind of test just my previous experience.

What has always worked for me is after peeling off what I can I lay the disc flat and pour mineral spirits on it and leave it for about an hour. Then I scrape it off with a old credit card. Finally I wipe it off with acetone before I apply the next disc.

I recently purchased a 12" sanding disc and it was covered with the remnants of that wonderful PSA glue you are referring to. After my first attempt to remove the glue with a brillo pad and elbow grease (which failed miserably) I grabbed a can of Carb Cleaner and the glue came right off with a putty knife. I had to remove an old 100 grit PSA paper from my 12" flat steel sanding disc. Despite using a heat gun to try to soften/loosen the adhesive, the task required considerable elbow grease and the paper did not come off in anything approaching once piece. Lots of little pieces of paper and adhesive residue were left behind that I cleaned up with more elbow grease and mineral spirits.
Maybe it is an age/usage thing. I put this paper on a couple of years ago and it has seen heavy use. But there was no way this PSA paper was coming off in reusable condition.
I know there is a velcro sanding package available but since I use this disc primarily to sand to length, I am hesitant to invest in it.
Anyway, that PSA is some seriously sticky stuff.

I get sanding disk off the same way I removed cemented shoe soles sometimes dozens of times a day for over 20 years. I use a heat lamp. It's a whole other kind of heating.
There are a number of flexible contact cements used in the shoe industry and that is what I always used to attach new or used paper. After cleaning the surface well a thin wash coat on the disk and sitting about an hour to let the solvents to evaporate out the PSA will really stick the that thin coat. The next time the wash coat of contact cement will soften with heat much easier than the PSA.
One common brand of the flexible contact cement used is "Barge" and it is the one that is the most easy for someone outside of the industry to find for sale. The word to remember is "thin".
