I have no idea but the Lowes web site says nothing about the location of the store. If you are a Vet you are a Vet no matter where you live if there is a Lowes store where you live. Are there Lowes stores in Canada? I assume there are. I have not lived in Canada since 1984. If so have it delivered to a Lowes store in the US and pick it up here when he is here. That should work just fine unless he wanted it yesterday.

Or since he is only a part time resident of Canada then buy it when he is here. What is the problem?

Just to clear things up
I am Canadian and not a veteran.
I have a fully equipped stand alone shop in Canada. My ShopSmith shop is in my winter place in Az.
I would be (will be) buying from here for delivery there so that it can be there when I get there in the fall.
I am interested in finding any discount that I may be able to use.
The Lowes website shows higher prices than SS by about the amount of any discount that is available so it seems to be no advantage over buying direct from SS.
I have emailed the webinar YouTube site but have not received an answer and there are no demos available to me anytime soon.
