Re: Dado set from ss
May I suggest that you remove the shims leaving you with the bare minimum set of cutters in a dado set. Then if the dado set vibrates, contact Shopsmith Customer Service. I am assuming that there is "NO" vibration with a typical saw blade.
Are you using a Shopsmith Dado Arbor?

Re: Dado set from ss
Are you assembling the dado set properly? The chipper cutter should rest between the teeth of the outer blades. If you are using multiple chippers make sure you space them out evenly to distribute the weight. Also make sure you are using the proper arbor and that the arbor is not bent or loose on the main SS spindle. I have used my dado set many times and have never experienced an out of balance condition.

If I read correctly, you should be able to achieve this with 1 chipper and the front and back blade and no shims. Stagger the carbide tips so that the tips do not touch one another and it should work. According to documentation, you should need no shims to get 3/8".

I did not mean to imply that the shims might be the cause of your issue. You can add as many or as few shims as you need.
There should be "No Play" though when the blade is assembled and mounted. When assembled, can you rotate any one blade without the others moving.
Have you discussed this anyone at Shopsmith. I believe you should.

What hasn't been mentioned yet is that the quill bearings might need replacement. You might not notice when spinning a regular saw blade but dado blades are heavier and it might be showing up with the added stress of turning those blades.
It wouldn't be a bad idea to check that out as well as looking at other possible solutions.
If you know someone else near by that has a saw you could mount the blade on that and see if it has the same issues. If it did then the blade would be the cause. As of now I'm not sure that is the problem.

Just a hunch here. You said that you ordered the arbor when you ordered the dado set. Did you get the correct arbor. Measure the threaded section of the arbor, it should measure 5/8" in diameter. If you got a universal work arbor (by mistake) it may have a threaded section that measures 1/2" in diameter and that would cause a REAL problem. There should be no play between the arbor shoulder and the dado set when the nut is tightened.
I just checked the SS site and under"arbors" a search listed a 1/2" arbor as a service part and not a stock item. Years ago it was listed in the catalog.

Re: Dado set from ss
I had the same issue. Bought an older dado set and the arbor came with it. Discovered when I tried to use it that the arbor was too small (1/2"), so I ordered the correct one. But I'm curious: what was the intended use of the 1/2" arbor?
