It appears from the picture that there is some surface rust on the infeed/outfeed tables. Will that clean up and what should I use to clean it?

Depends upon the 'depth' of the 'surface rust'.
If truly 'surface' rust it will practically wipe off.
If deeper, I would try evaporust(realize it does evaporate, so a saturated rag may be in order).
If deeper yet navel jelly(essentially acid).
Lastly fine steel wool* and multiple application of JPW.
*mirror finish not necessary!
I am assuming disassembly to place in an electrolysis bath is not 'convenient'.

One other difference is that the Pro Planer feed rate is 7-20 fpm and the Mark V mount is 5-12 fpm.

And the manual feed SS mount version has 0 to 'fast as you can crank' feed rate. Even reverse!
