Belt Sander Tracking Knob & Screw

I am having trouble with my belt sander that I recently bought used. Does anyone know if the tracking screw moves as you turn the tracking knob? I can turn the knob a coule of turns but seems like nothing happens. If it does move, how far down thru the tracking knob will it go. The other side has the nut that you can turn. Thanks for any help anyone can give!!!

The screw should remain stationary ( not rotate) but it will move up and down within the frame of the sander. The up and down movement controls tension on the right side of the belt and this action controls the tracking of the belt. The head of the bolt is held captive so the bolt can't turn but will move up and down. The tension of the spring may also need to be adjusted.
