Once you have the pilot hole like JPG mentioned, you could also use a step bit.

Great reminders on best practices for accurate hand drilling, thanks all. I'm keeping my jig handy too. Any shopsmith coming through my shop doors gets new wheels. Well, except the greenies, I haven't tried moving the too-close foot pedal away from the casters yet.

It works quite well with a drill press also! ;)
