is the speed dial adjustment on mark vii the same as the other models?

Nope!

There is no outer ring that is gear driven.

There is a high speed stop but it is entirely different.

The entire assembly is mounted with large circular slots that allows calibrating at "700".

It is a bit tricky.

The ball detents get in the act.
