I am assuming* you are referring to the quill STOP as a 'tension device'. The quill feed shaft has a couple of things on the operator side.
A handle that is repositionable by backing out the handle and tightening it back into one of three detent positions.
The wing nut on the shaft(again the operator side) when tightened should lock the quill in any position both retracted and extended.
The quill stop(on the back side) should be disabled(wingnut loose).
* assumption incorrect - I think you are referring to the quill lock as a 'tension device'.
