Need for (less) speed

After doing some maintenance on the headstock of my 510 I had a terrible time getting the drive belt back in place. When I eventually got it seated properly (or so I thought) I was feeling rather pleased with myself, but now I am getting much higher RPMs than I should. It looks to my untrained eye as if the belts and sheaves are in the right place, but "Slow" now gives me 1130 RPM, "E" is over 1600, "P" is 4000, and it goes over 5200 RPM -- and the reflective tape for my tachometer flies off the sanding disk -- before it gets to "T".

I saw the Jacob Anderson video on resetting the speed control dial (https://www.youtube.com/watch?v=GWVxeTqUgT8) and was wondering if it is safe to set the dial to Slow, turn the machine off, remove the dial and replace it set to E (which is supposed to be 1150 RPM), then turn the machine back on and see if I can turn the dial back to Slow. Or is that just asking for trouble?

Question I have is, what did you do that required removal of the belt in the first place.

Second question is, was it set to fast when you attempted to reinstall the belt and did you pull the floating sheave out to help the belt slip onto the motor pulley?

No I would not mis-align the outer ring.

Is the belt over 1/2" wide at the outer edges?

I had to replace the headstock lock. It was set to Slow at the time. I pulled out the sheave but it was a struggle, and I suspect that's how I got things misaligned.
The belt is over 1/2".

Is it possible the belt got twisted?

Is it possible the eccentric etc. got forced out from the idler pulley?

Where is the outer dial/pointer positioned at max slow?
