There is no place for a Dowel pin.

It resides in a hole in the center of the tube that the fence angle clamp nut is on. #46

Can't be of much help since I don't own one, but per wa2crk's suggestion, I looked in my copy of "Power Tool Woodworking for Everyone" and found some info and diagrams. I looked at the online version, but not the same amount of info there as in the actual book. Now that you have mastered attaching pictures, more views may help others understand and help you better in case you still need it.

Be careful of the pin that JPG mentioned. It is a sneaky little devil and can fall out without being seen. If you can't find it look on the floor and you may find it.

I have all the parts. I think I will drill the hole oversize, weld a plug in it, re drill and tap it.

Why? I believe that the pin has to float in the hole to make the lock effective.

WHOA! I think it is time to set back and gain an understanding of how this is intended to work.

Welding, drilling, tapping a bore that is supposed to be smooth is just plain crazy.

I again think a picture of 'all the parts' you have would help us help you.

Let's try this.
(A) Has to go through (B) then into (C) In order to keep (B) from moving. In order for that to happen, there has to be a way to secure (A) into (C) The only way I can figure is that (C) was, or is supposed to be Threaded, as there is no other way of securing it. The pin which is not pictured, gets pushed against the bar on the Jointer to keep the fence in place.

Well that helped immensely!

Start by breaking "A" apart.

That 'tube' is supposed to be wedged into "C" at the counterbore.

A correction: The tube is NOT smooth bore, it has 5/16" threads internally but a 1/4" dowel pin is free to slide in it.

The steel tube should be firmly attached to the aluminum segment. I do not know how it was originally attached, but it should not be separated.

I think a new segment is needed.
