Belt Sander Pivot / Tilt not working

I recently purchased a used Mark V510. One of the accessories is a belt sander, I am having difficulty figuring out how to tilt it. It is current in the straight up position, what do I do to allow it to lay down in the flat horizontal position?

Two things - Remove the bolt that prevents it from tilting. - Loosen the nut that provides tension.
