I must be doing something wrong. My new-to-me jointer fence will stop at all the necessary angles, but will not clamp down firmly on the horizontal guide bar. It will shift across the table easily when pushed/touched. Can anyone offer some hints as to what is going on? Thank you in advance.

The fence-adjustment handle is basically a double-sided wrench. If you push it in toward the jointer, it engages one clamp nut. If you pull it out, it engages a different clamp nut. I can't recall which is which, but one of the nuts clamps the fence angle, and the other clamps the fence to the slider rail.
