The bottom line is, what effect does 'pending' have on available $.

None!!! I spent the money and I really don't care when it actually gets deducted from my account or charged to my credit card since I have already accounted for it. I don't carry a balance on the 2 credit cards I have because I always pay them off every month.

Oh I quite understand that position, however the 'other side' has a different perspective.
'They' worry about things like credit limits and available balance. It is those details that pending affects.
