Anyone missing a big red "2" and a period or dot?

If so please come get it out of the tree across the street.

I wake up this morning and usually have a look outside to see the weather, birds, squirrels, and the like. Well this morning I see this big red 2 in the tree. This is a smart phone picture this early morning:

Look inside the green circle.

A bit later I shot this photo where it is clear that it was tethered at some point and there is a blue flat rope caught in the tree. The rope attaches to the dot so I don't think they are going anywhere anytime soon.

I know I easily entertained and this has been the focus of my attention this morning. I was wonder how some one would go about recovering it being that it is up about 40 feet in a tree.

BTW I would guess this is 6 or 8 feet tall.
